David Fellows is Managing Director of 'fellows CS'.

Prior to forming fellows CS, David Fellows held a variety of posts in the public sector.

During his term as Deputy Chief Executive and Director of Finance at Knowsley MBC and Treasurer to Merseyside Police Authority, David became an early adopter of eGovernment. He originated and led the development of Knowsley's highly acclaimed Community Information Programme. He also developed partnership working on digital service development across Merseyside involving public, private and voluntary organisations.

David subsequently became Principal Advisor on the Reform of Local Government in the Cabinet Office (OPSR).

David has held numerous posts in London and the North and was President of the Society of Municipal Treasurers on 1998- 99.

David is a Chartered Public Finance Accountant and graduate of Henley Management College and the Lancaster University School of Organisational and Behavioural Sciences.
